A newly registered interstate motor carrier cannot legally haul a load until an insurer files proof of coverage — a BMC-91 — with the FMCSA on their behalf. Until that filing exists, the authority is not active and the truck does not move. Insurance is not a decision they are weighing; it is the thing standing between them and their first paying load.
That is why timing decides everything in Minnesota. A carrier who registered last week has usually not been called yet. A carrier on a resold list from last quarter has already bought.
Of the 67 Minnesota carriers we tracked, 39 ran a single truck (58.2%), 17 ran two to five (25.4%), and fewer than 5 ran six or more (6%). A further 7 had not yet reported a fleet size to the federal record.
Single-truck new ventures carry the highest premium per unit in trucking — no safety history, no CSA score, no loss runs, so underwriters price for the unknown. In Minnesota that is the bulk of the market.
